By no means a monster machine but settings maxed, seems a quite well coded conversion for pc's for a change be interesting to see if anyone has a low ish spec machine to compare scores etc.

As far as the settings, I dont see much difference in graphics quality between the Medium and High Model detail nor having High or Highest in the particle count.. Those 2 things along with AA are the biggest consumers of FPS.

So to get best quality and performance Id first try Maximum settings, and if when the fight starts its not getting 58-60 FPS press esc to end the test and follow these steps 1 by one to optimize it for your PC:
lower AA (to none)
Model Detail to Medium keeping AA Off. This should get you 60FPS during fights.
Particles to High. This will stop the slowdown when ryu does his super hadokken and the like. Pushing a B to an A.

If its still not A then lower things by 1 for each in this order:
Texture Filter to default
Texture filter off
(the above two were negligible for me but might make a difference on some PC's)
Soft Shadows
Self Shadows
Motion Blur

I dont know if this is just my computer but with v-sync off it seems to play in fast forward.

while I would expect yur PC to get good ratings, I agree that it seems a bit far fetched.. how does the game look while running? smooth or hyper fast?

Pretty smooth tbh possibly a tad blurry when all the effects are firing off!
