Document 11. Deactivating the User Account Control (UAC)
Sometimes Windows Vista / Seven will not allow you to do things because it requires Admin rights, however, its 'security' features make admins by all sense and purpose the same as a regular user. 

To get around this you need to turn off the User Account Control.

To do this follow these steps:

Vista:

1. Launch the Control Panel
2.Type UAC in the search box at the upper-right hand corner of the window
3.The option to disable UAC is the first search result.

Seven:

On Windows 7 instead, you can decide not to completely disable UAC if you don’t want to. 

Just type UAC into the Start menu or Control Panel search box.

You can drag the slider up or down, depending on how often you want to be alerted.

If you drag it all the way down to the bottom, you will ll have disabled it entirely.
